Woman Can Keep Her Five Dogs

Margaret Bucher fought the Village of Wheeling, a northwest suburb of Chicago, to keep her five dogs and won. The village ordinance mandates a four-pet limit. Bucher argued, on her own behalf, that the ordinance was vague and was not clear whether it applied to individual households or people. Bucher's 43-year-old daughter lives with her.
